澳洲留学新政策继2011年11月推出第一阶段调整后,2012年3月24日第二阶段政策正式实施,本阶段政策的主要变化有：
1, 采用简化签证审理政策SVP,读本硕博学位的签证无需担保金和雅思
实行的简化签证处理 Steamlined Visa Processing(SVP),对签证材料要求大大降低。
2012年3月24日起,学生申请在附件里的院校Education Provider/Education Business Partners攻读以下类别的课程,并满足真实学生要求,将属于签证风险I级 - Level 1(原先中国地区的申请人申请573类别签证的风险等级是Level 3),而可以免除原先的经济担保金(无需提供存款和贷款)、也无雅思6分的签证要求(至于语言将由学校评估,根据申请者的能力来安排语言课程)。
请注意,以下课程才可以享受SVP简化签证待遇：
• Bachelor degrees 本科学位
• 2 plus 2 (or 3 plus 1) arrangements with partner universities 联合办学项目
• Masters degrees by coursework 授课硕士
• Masters degrees by research 研究硕士
PhDs 博士
• English Language Intensive Courses for Overseas Students (ELICOS) and/or foundation and other preparatory courses, including Vocational Education and Training (VET) courses, which are explicitly packaged with an eligible university course at the time when the offer of enrolment is made 语言+预科/专科+本科
• semester or year long non-award courses at an Australian university as part of their home university’s degree course and/or as part of an agreed student exchange between Universities. 来澳洲的海外交换学生
2, 勤工俭学时间限制放松：
2012年3月26日起,在澳留学生可以获得更灵活的打工时间。从原先的每周不允许超过20小时,改为每2周不超过40小时。这样的调整,允许灵活调配打工时间,方便了学生和雇主。
3, 高中学生的语言课程可以延长到50周,无英文限制
2012年3月24日起,申请就读澳洲高中的申请人最多可以攻读50周语言课程。老政策下最多不能超过30周。
